White House, Congress talk as 'fiscal cliff' nears

(AP) ? An end of the year deadline rapidly approaching, top Obama administration officials went to Capitol Hill Thursday to press the White House case for raising tax rates on upper-bracket earners.

Treasury Secretary Timothy Geithner's sojourn to the Capitol came after President Barack Obama and Republican House Speaker John Boehner conferred briefly Wednesday night by phone on how to avert the economy-rattling "fiscal cliff." It was their first one-on-one discussion in five days.

Obama and Boehner's 15-minute phone call came amid increasing anxiety that the White House and top Republicans are wasting time needed to negotiate a way out of a series of tax increases and spending cuts due to begin in January. Geithner and senior White House aide Rob Nabors came to Capitol Hill to visit separately Thursday with the four leaders of the House and Senate.

Geithner met first with Senate Majority Leader Harry Reid, D-Nev., and ducked into a meeting with House Speaker John Boehner, R-Ohio, and other top Republicans, including House Budget Committee Chairman Paul Ryan, R-Wis.

There has been little evident progress in negotiations between the two sides. Republicans complain that the White House is slow-walking the talks and has yet to provide specifics on how Obama would curb the rapid growth of benefit programs like Medicare and Medicaid. A Reid spokesman said the White House continues to take a tough line on increasing tax rates on wealthier earners.

"We have not seen any good-faith effort on the part of this administration to talk about the real problem that we're trying to fix," said House Majority Leader Eric Cantor, R-Va.

Obama is mounting a public campaign to build support and leverage in the negotiations, appearing at the White House with middle-class taxpayers and launching a campaign on Twitter to bolster his position.

"Right now, as we speak, Congress can pass a law that would prevent a tax hike on the first $250,000 of everybody's income," Obama said. "And that means that 98 percent of Americans and 97 percent of small businesses wouldn't see their income taxes go up by a single dime."

Obama is insisting that tax rates go up on family income exceeding $250,000; Boehner is adamant that any new tax revenues come from overhauling the tax code, clearing out tax breaks and lowering rates for all.

Republicans are also demanding significant cuts to so-called entitlement programs like Medicare, such as an increase in the eligibility age for the program from 65 to perhaps 67.

"It's time for the president and Democrats to get serious about the spending problem that our country has," Boehner said at a news conference Wednesday in the Capitol. Boehner, like Obama, expressed optimism that a deal could be reached.

At issue are steep, across-the-board cuts to the Pentagon and domestic programs set to strike the economy in January as well as the expiration of Bush-era tax cuts on income, investments, married couples and families with children. That combination of tax increases and spending cuts would wring more than half a trillion dollars from the economy in the first nine months of next year, according to the Congressional Budget Office.

No one anticipates a stalemate lasting that long, but many experts worry that even allowing the spending cuts and tax increases for a relatively brief period could rattle financial markets.

From their public statements, Obama and Boehner appear at an impasse over raising the two top tax rates from 33 percent and 35 percent to 36 percent and 39.6 percent. Democrats seem confident that Boehner ultimately will have to crumble, but Obama has a lot at stake as well, including a clear agenda for priorities like an overhaul of the nation's immigration laws.

Obama is also meeting privately Thursday with his defeated Republican rival Mitt Romney. The president has cast his victory over Romney as a sign that Americans back his tax proposals, which were a centerpiece of his re-election campaign.

While in Washington, Romney will also meet with his former running mate, Ryan. The Wisconsin congressman is chairman of the House Budget Committee and deeply involved in the fiscal cliff discussions.

Health officials: Athens has spiraling HIV crisis

(AP) ? Athens is seeing an alarming increase in new HIV infections, particularly among intravenous drug users, health officials warned Friday, as Greece struggles through a protracted financial crisis in which funding for health care and drug treatment programs has been slashed.

While there were about 10-14 new HIV infections per year among Athens drug users from 2008 to 2010, that number shot up to 206 new cases last year and 487 new cases by October this year ? a 15-fold and 35-fold increase, respectively, officials said.

"There is no doubt we have a big and rapidly developing epidemic in Athens," Athens University epidemiology and preventive medicine professor Angelos Hatzakis said.

A total of 1,049 new cases of HIV infection were recorded in Greece in the first 10 months of this year, including the 487 drug users. Of the others, 256 were gay men, while 108 caught the virus through heterosexual intercourse, the figures showed.

"One of the reasons is the financial crisis," European Center for Disease Prevention and Control director Marc Sprenger said. "There are more people who are vulnerable, marginalized" and who use drugs.

They turn to cheaper drugs and turn to injecting instead of smoking in order to get the same high from a smaller quantity, officials said.

"We are very concerned," Sprenger said. "What we see now is this increase, and if you don't really pay attention to this, it will become in the future a really huge burden."

Greece has been hammered by a financial crisis since late 2009 that has left the country facing a sixth year of a deep recession and with a quarter of the workforce unemployed. The country relies on international rescue loans from other European countries that also use the euro and the International Monetary Fund to stay solvent.

But in return, the Greek government has imposed several rounds of spending cuts and tax hikes in an effort to reform its economy and reduce its mountainous debt. The cuts have affected health care spending, with many hospitals reporting shortages of basic material, while charities dealing with drug users and HIV sufferers have also struggled to find funds.

One of the main methods of prevention for the spread of the virus among drug users is the distribution of free, clean needles, officials said, and Greek programs have managed to increase the number of needles they hand out from 40 to about 50-60 per addict per year. But the actual number needed in order for the programs to be effective, ECDC officials said, is about 200 for each drug user per year.

"The cost of prevention to avoid HIV infection is significantly lower than that of treating those who become infected," Sprenger said.

Super Bowl In Denver? Broncos, Mayor Hancock Want Mile High City To Host As Early As 2018

Not only do we have a possible Super Bowl bound Denver Broncos in 2012 -- Mile High City may have the actual Super Bowl as early as 2018.

Mayor Michael Hancock, an NFL fan, told The Denver Post that the city has put in a bid to bring the NFL's biggest game of the year to Denver in 2018, 2019 or 2020.

"I think Denver would be head and shoulders above any other city to compete to host a Super Bowl," Hancock told The Denver Post.

ESPN's Bill Williamson reports that the biggest challenge facing Denver hosting the Super Bowl is cold weather. In 2014, East Rutherford, N.J. -- home of the New York Giants and Jets -- will host Super Bowl XLVIII and will become the first outdoor cold-weather venue to host the big game and if all goes well weather-wise at MetLife Stadium, perhaps that will make a good case for Sports Authority Field at Mile High in 2018 or beyond.

In 2018, Super Bowl LII will take place on Feb. 4, and if Denver snags the coveted hosting duties, CBS Sports reports that the average high temperature for that date is 41 degrees with an average low of 18 degrees. Additionally, February is generally not known as a high snowfall month for the City of Denver which would be appealing to the NFL.

The Associated Press reports that the NFL is expected to announce the cities which are eligible to submit a bid next year.

Winter weather is slowly but surely making its way to the Palouse and since we have already had our first snow, more is likely on the way soon.? While the snow and cold conditions make it difficult to do some of the outdoor activities we have all been accustomed to over the past half a year, it?s time to transition into winter activities.? Being centrally located here in Pullman, we have a lot of opportunities to get outside and enjoy the winter while it?s here.?

When it comes to skiing and snowboarding, WSU has a few great ski/snowboard resorts not too far away and each offers discount lift tickets and season passes for college students.? The four closest resorts, all within a couple of hours drive, are Schweitzer Mountain and Silver Mountain, both located across the border in Idaho, and Spokane Mountain and Bluewood Mountain here in Washington.? Each of these resorts offers a diverse array of terrain providing enjoyment for all levels of experience.? While not all of us have a vehicle to get to and from the slopes, thankfully the Outdoor Recreation Center (ORC) has multiple trips to a Silver Mountain and Schweitzer Mountain during the spring semester.? Additionally, personal trips are happening all the time; use the ORC Gnome Facebook Page to coordinate trips and find other skier/snowboarders (www.facebook.com/orcgnome).? Keep in mind, ORC has lift tickets, usually at a discounted rate, to many resorts around the area.? Also, check out the websites for each resort to find current rates.

Outside of the downhill sports, within close proximity we have some great winter hiking, snowshoeing and cross-country ski trails.? Kamiak Butte, just a short trip north of Pullman (~15 minutes), Moscow Mountain Majesty and Bill Chipman Palouse trail, located around Moscow, ID (~15-30 mintues) are a couple of trails close enough for a quick out an back trip.? There are many different trails in the National Forests surrounding the area North, East and South of Pullman.? These activities are among the best cardiovascular workouts someone can do, so ensure you are prepared for the elements you are going to encounter and always let someone know where you are going and when you plan on returning.? Knowing that the majority of us don?t have a lot of expendable income to purchase the gear needed for this type of outdoor excursion, thankfully we can rent gear at a very affordable rate from the ORC Rental Shop.? Also, the staff is experienced in many different areas of outdoor recreation and can help you when deciding what to rent and event where to go for a trip.

For some, the transition from summer to winter comes easily, but for others, a little nudge is needed.? Be the nudge for your friends and family.? Get them outside to enjoy the wonders that are only available during the snowy season.? I am looking forward to all of the excitement to come this winter.? Leda Cosmides and John Tooby, UC Santa Barbara professors of psychology and anthropology, respectively, and co-directors of the campus?s Center for Evolutionary Psychology, will give UCSB?s 2012 Faculty Research Lecture on Wednesday, November 28, at 4:30 p.m. in the University Center?s Corwin?Pavilion.

Awarded annually, the Faculty Research Lectureship is considered the highest honor bestowed by the university faculty on one of its members. It was established in 1955, and Cosmides and Tooby share the 57th award. In their talk, ?Climbing Down Inside the Human Operating System: Exploring the Evolved Programs That Run Our Species,? Cosmides and Tooby will highlight some of their research into the interlocking designs of evolved programs specialized for cooperation, bargaining, and altruism. They also will discuss the relevance of these to economics, anthropology, and human?life.

Credited with creating and shaping the modern framework for evolutionary psychology, Cosmides and Tooby offer an approach to cognition culture that is considered one of the most important new perspectives in the cognitive sciences in the past 50 years. The field of evolutionary psychology weaves together evolutionary biology, cognitive science, human evolution, hunter-gatherer studies, neuroscience, and psychology to discover the mechanisms of the human mind and brain. By understanding the adaptive problems our hunter-gatherer ancestors faced during their evolution, researchers can uncover the detailed functional designs of the reasoning systems, emotions, and motivations that evolution has?produced.

A central feature of their respective careers is a sustained ?? and, indeed, escalating ?? rate of scientific productivity. Their work has received more than 20,000 citations, with more than 50 papers cited at least 50 times. In addition, their research has appeared in top journals, including Nature, Science, the Proceedings of the Royal Society of London, the Proceedings of the National Academy of Sciences, Psychological Review, Psychological Bulletin, Behavioral and Brain Sciences, and Harvard Business?Review.

Recipients of numerous honors and awards, they were jointly recognized as recipients of the J.S. Guggenheim Memorial Award, and Cosmides was selected for a 2005 National Institutes of Health Directors? Pioneer Award, an honor she shared with Tooby. Only 23 of these awards have ever been given, and Cosmides is the only behavioral scientist ever to receive one. The award is reserved for those ?willing and able to explore ideas that were considered risky at the inception,? and who are ?truly visionary thinkers who are able to make those leaps and change the current paradigms of medical?research.?

Tooby joined the Department of Anthropology at UCSB in 1990, and Cosmides joined the Department of Psychological and Brain Sciences in 1991. Convicted Russian spy Danilov released on parole

MOSCOW (AP) ? A Russian physicist convicted of spying for China has been released on parole and is continuing to protest his innocence.

Valentin Danilov was arrested in 2001 on charges of passing classified information on space technology to China. He claimed the information was already publicly available.

He was acquitted in a 2003 trial, but retried the next year and convicted and sentenced to 14 years.

After his release Saturday, Danilov told a news conference in the Siberian city of Krasnoyarsk that he would pursue his case with the European Court of Human Rights.

"Nobody still has told me what kind of secrets I have," Danilov said Saturday.

Danilov, who was a professor at Krasnoyarsk Technical University, was one of several Russian scholars and journalists prosecuted for alleged espionage by the Federal Security Service, the main KGB successor known under its Russian acronym FSB.

Rights advocates say the security agency has been emboldened in efforts to discourage Russians' unsupervised contacts with foreigners since Vladimir Putin, a former KGB officer and FSB head, became president.

Danilov's release came 10 days after a new law went into force that broadens the definition of treason and which critics say could be used against politically inconvenient figures.

While the previous law described high treason as espionage or other assistance to a foreign state that damages Russia's external security, the new legislation expands the definition by dropping the word "external." Activities that fall under it include providing help or advice to a foreign state or giving information to an international or foreign organization.

Danilov said after his release that "I'll continue to be involved with science, but not connected with space, because everything that's connected with space, everywhere it's a state secret."

    Mitt Romney?s Retirement Activities Include Seeing Movie, Pumping Gas

    The general election was more than two weeks ago. Despite the victory for President Barack Obama, people still follow challenger Mitt Romney. The Republican kept in touch with donors via a conference call Nov. 14. On Monday, as reported by The Ticket blog, a new website was launched called DisappearingRomney.com which keeps track of the number of Facebook "likes" that decrease from his social networking page.

    Despite the assertion, Romney hasn't disappeared. He's simply kept a low profile since calling donors.

    * The former candidate was seen taking in "Twilight: Breaking Dawn Part 2" on Saturday night with his wife, Ann. Grainy photos were published on TMZ.com. The couple was joined by "two young men" at a movie theater in Del Mar, Calif., according to the report.

    * After the movie, the Romneys were seen at a pizza restaurant across the street. The Republican was seen snapping photos with fans. The Boston Globe reveals Ann Romney enjoys the couple's mansion in La Jolla, Calif., because the horses she owns are nearby. Riding horses helps her stay in shape to help treat multiple sclerosis.

    * TMZ.com also scooped photos of Romney and his wife leaving a gym near San Diego on Monday. The couple was seen carrying red plastic cups while walking outside in the warm sun of southern California. The article noted Mitt Romney's "really hairy arms."

    * A passerby took a picture of Romney filling up his gas tank in La Jolla on Monday night. According to the Boston Herald, Reddit.com user "MKB95" posted a grainy photo of the former candidate in a buttoned-down shirt and slacks. His hair looks unkempt.

    * The Reddit user who took the photo proclaimed, "He looks tired and washed up. ... I talked to him for a good three minutes while he was filling his tank. I guess he's moving to one of his houses in the town I live in, La Jolla."

    * The former CEO of Bain Capital owns a $12 million home in Southern California. The San Francisco Chronicle states the Romneys will permanently retire to the area as part of his post-election lifestyle. The move to southern California is a curious choice as noted by the Chronicle -- La Jolla has a Democratic majority on it city council and California is a notoriously liberal state.

    * New York Magazine reported Tuesday that several Twitter users snapped photos of the former presidential candidate, his wife and some grandchildren at Disneyland. One photo shows the family on a huge bumper car as part of the California Adventure area of the theme park. Another shot reveals Mitt Romney surrounded by people taking his picture.
