5 Benefits of Running on Stress and Anxiety

I previously?blogged about how simply changing my mindset back in 2003 towards "Running for stress relief", I found myself running slower, more relaxed, and carefree-- my?performances started to take off thereafter. Definitely, not just the 'act' of running, but how you approach running and your mindset, can have a HUGE impact on your performance and overall health.]

It seems that every other article online is about how important it is to improve your fitness. We?re a culture that has become more and more inactive over the past several decades, and when it comes to things that people care about (living longer, reducing the signs of aging, etc.), one of the first things that people need to change is their fitness habits.

But fitness alone doesn?t appear to be enough of a motivator. Indeed, experts have been trying to get people to focus on fitness for years with little success. Most people simply do not seem to care about being in better shape ? or at least, they do not care about the idea of running or staying active in order to generate that fitness.

Yet while people may not seem to care about improving their physical health, many, many people care about improving their mental health. Living with stress and anxiety makes it very difficult to enjoy your life, and many people seek out a slew of different treatments in order to calm their mind and body. What?s interesting, however, is that one of the best cures for anxiety and stress may be the very thing that people have been trying to avoid ? regular, daily running.

Running?s Effect on Anxiety

For both fitness and mental health, the first week of running isn?t that beneficial. Your body is not used to running and usually finds the first week somewhat of a chore. But once you get into a rhythm and get over the initial adaptation period, you?ll find that running has incredible benefits for your mental health. These include:

Endorphins are the body?s natural drug and pain killer. When you?re laughing or in a great mood, your body releases a small amount of endorphins to make you feel good. When you run, your body releases a hefty amount of these neurotransmitters. It does this so that your legs and muscles don?t hurt as much when you run, but for those suffering from stress and anxiety, these endorphins can drastically improve your mood, making your mind and body feel genuinely good, as though nothing at all is wrong. This effect is very real, and is known casually as the ?runner?s high,? because the feeling mimics that of many illegal drugs. The key to reaching the runner?s high is to train consistently, slow enough, and long enough, letting running ?feel good?, rather than trudging and pushing the pace.

Stress and anxiety release cortisol, a hormone that is extremely damaging to the body. Cortisol causes weight gain and ill health, memory loss, and the feeling of malaise that makes living with stress and anxiety so irritating. Low intensity running reduces one?s overall cortisol level, and as a result it reduces many of the ill effects of cortisol for a long period of time after completing a run. This is good for your physical health, but also very, very good for your mental health.

Your mind and body are forever connected. When your muscles are tense, you?re more likely to have tense thoughts and feel unease during the day. When your muscles are tired, they?re more relaxed, and this carries over to a more relaxed mind-state. Running ensures that you don?t have that extra energy that creates and leads to more muscle tension. For those who are very inactive during the day, 15 to 30 minutes of jogging is a great solution.

Running is one of the few times during the day when you?re free of distractions. You simply breathe in the fresh air and enjoy your surroundings. This time can be very calming, which is important for those whose busy schedules cause them a great deal of stress throughout the day.

Finally, when you run you tend to sleep better. This is partially due to the benefits above, including endorphins and tired muscles, but sleep itself is beneficial as well. The more you sleep, the more your body finds coping with stress and anxiety to be much easier. Since many people with stress struggle to sleep, ultimately leading to more stress the next day, running can be a valuable activity.

Putting On Your Running Shoes

If you?re generally happy, it?s understandable that you may not want to be as active as you can be, no matter how much better it is for your health. But if you?re suffering from anxiety and stress, there?s no reason to turn down such a healthy and effective solution. Running really is an immensely valuable way to improve your mental health and something that everyone suffering from stress and anxiety should try.

Bush Institute launches book on economic growth

(AP) ? The George W. Bush Institute is launching its first book, which features experts weighing in on ways for the U.S. to jumpstart the economy toward 4 percent gross domestic product growth.

The former president writes the foreword for "The 4 Percent Solution: Unleashing the Economic Growth America Needs," which will be released Tuesday. He is set to give brief remarks at an event Tuesday evening in Dallas featuring several of those who contributed to the book.

James K. Glassman, executive director of the Bush Institute, said that the book ? which includes entries by five Nobel Prize winners ? is part of "The 4 Percent Growth Project" launched last year with a goal to "change the conversation in America so that it focuses on the goal of sustainable, strong growth."

"We think that the way to solve the economic problems that America faces can be summed up in 4 percent growth. Right now we're growing about at 2 percent. We've grown an average of about 3 percent since the end of World War II," said Glassman, who wrote the book's introduction.

Economic growth is one of the Bush Institute's focal points, along with education, global health and freedom. The institute and the presidential library will be housed at the George W. Bush Presidential Center, which is under construction on the campus of Southern Methodist University.

There were two recessions during Bush's eight years in office, the first a mild downturn that began in March 2001, just after he took office, and lasted eight months. Glassman said that the hope is that the idea of focusing on growth will become part of the conversation this election season.

"Certainly Republicans and Democrats can disagree on how to get growth," Glassman said. "Some people say, 'Well, the best way to get growth is through government spending.' We disagree with that, but that certainly is a position to take. We say cut government spending, reform taxes, change immigration policy and so on."

Since leaving office, Bush largely has avoided the political scene, instead focusing on the work of his institute, traveling to Africa to promote a partnership to fight cervical and breast cancer in sub-Saharan Africa, and holding events to honor the nation's troops, including joining them on bike rides across rugged Texas terrain.

CHICAGO (AP) ? U.S. Rep. Jesse Jackson Jr.'s disclosure that he is suffering from a "mood disorder" still leaves many questions about his secretive medical leave and whether the Illinois congressman has satisfied mounting calls to be more open about his month-long absence.

Just hours after Democratic leaders in Congress ratcheted up pressure on Jackson to reveal more information, his office released a brief statement from his doctor on Wednesday saying the Chicago Democrat was receiving "intensive medical treatment at a residential treatment facility for a mood disorder."

But it offered no details about Jackson's whereabouts or even the name of the doctor, citing federal privacy laws.

Several experts said that based on the doctor's use of the term "mood disorder," they believed Jackson might be suffering from depression. But the statement did not elaborate on his condition and rejected claims that the 47-year-old congressman was being treated for "alcohol or substance abuse."

"He is responding positively to treatment and is expected to make a full recovery," the statement said. His spokesman declined to elaborate.

When Jackson's medical leave was first announced ? two weeks after it began on June 10 ? his office said he was being treated for exhaustion. Last week his staff said his condition was worse than previously thought and required inpatient treatment, saying Jackson had been privately battling emotional problems. The office has remained mum on details.

The timing of the leave has invited scrutiny, coming as Jackson faces an ethics investigation in the U.S. House connected to imprisoned former Illinois Gov. Rod Blagojevich. Days before Jackson's office announced his leave, a fundraiser and family friend also involved in the probe was arrested and charged with unrelated medical fraud charges.

The Associated Press on Wednesday interviewed several physicians who didn't have first-hand knowledge of Jackson's condition but said the term "mood disorder" typically refers to depression or bipolar disorder, which used to be known as manic depression.

Dr. Daniel Yohanna, vice chairman of the Department of Psychiatry and Behavioral Neuroscience at the University of Chicago, said depression is more common and affects about 5 percent of men at some point in their lives. Symptoms can range from sleep disturbance and appetite problems to hopelessness and thoughts of suicide, though cure rates are very high, he said.

"It could come out of nowhere, it runs in families, you could have a genetic predisposition, or it can come after a difficulty in your life," Yohanna said. "Once it gets rolling it's hard to stop it on your own."

Ian Gotlib, a professor of psychology at Stanford University, said depression is generally treated on an outpatient basis. But he said that if doctors were concerned about the safety of the patient or if the disorder were severe enough, they could recommend inpatient treatment.

"The good news is that it's clearly treatable," Gotlib said, adding that counseling and prescription drugs would be likely for inpatient treatment and that it could take weeks.

It's unclear whether Wednesday's statement would temper the mounting demands for full disclosure of the congressman's ailment.

Before Jackson's statement was released, Democratic leaders in the U.S. House joined Jackson's colleagues and constituents in urging the congressman to provide a public update about his condition. House Leader Nancy Pelosi, when asked about Jackson, said she hoped he would have "the appropriate evaluation so he can share that information."

Rep. Steny Hoyer of Maryland, the No. 2 Democrat in the U.S. House, said Wednesday that Jackson wasn't in "an unusual circumstance."

"People get sick, and when people get sick, they miss work. Everybody in America understands that," Hoyer said. "But I think the family would be well advised to give his constituents as much information as is appropriate."

Fellow Illinois Democrats Sen. Dick Durbin and Rep. Luis Gutierrez have called it Jackson's responsibility as a public official to disclose details. Jackson's little-known opponents in the November election have spoken out on the same issue, and some voters in his district have asked questions.

Durbin was unavailable for comment Wednesday evening after the Jackson office's latest statement.

Jackson spokesman Rick Bryant has said relatives requested Jackson's location be kept private, and his family has been unusually reticent on the issue. His wife, Chicago Alderman Sandi Jackson, has said little. And his father, civil rights leader Rev. Jesse Jackson Sr., has called it a private issue and repeatedly declined to give details.

The pending House Ethics Committee investigation is focusing on allegations that Jackson discussed raising money for Blagojevich's campaign so the then-Illinois governor would appoint him to President Barack Obama's vacated U.S. Senate seat. Blagojevich is serving a prison sentence for corruption. Jackson has denied the claims.

Jackson also allegedly directed a fundraiser, Raghuveer Nayak, to buy plane tickets for a woman described as Jackson's "social acquaintance." Jackson and his wife have called that a personal matter.

Nayak was the fundraiser arrested and charged with the unrelated medical fraud charges. He has pleaded not guilty.

At Blagojevich's 2010 corruption trial, prosecutors said another Blagojevich fundraiser was ready to testify that Jackson instructed Nayak to raise money for Blagojevich's campaign to help him secure the Senate seat. The same witness later testified he attended a meeting with Jackson and Nayak.

Jackson was not charged and has repeatedly denied wrongdoing.

Jackson faces a Republican and independent candidate in November, though he's widely expected to win re-election. He first won office in a 1995 special election and has easily won each race since. Jackson's district includes parts of Chicago and some suburbs but was expanded during the last redistricting process to include less familiar territory further south of the city.

Little change in Dutch euthanasia post-legality

(AP) ? The frequency of doctor-assisted euthanasia in the Netherlands has changed little since the longstanding practice was legalized in 2002, according to a new study.

A summary published Wednesday on The Lancet magazine's website said that "in 2010, of all deaths in the Netherlands, 2.8 percent were the result of euthanasia. This is higher than the 1.7 percent in 2005, but comparable with (levels seen) in 2001 and 1995."

Under Dutch law, a person who asks to die may be administered a lethal mixture of sedatives and muscle relaxants if two doctors agree he or she is suffering "unbearable" pain with no prospect for recovery. Most cases involve cancer victims.

The Lancet study used data from the country's death registry and sent confidential questionnaires to doctors, extrapolating results to represent a cross-section of deaths in different social, medical and geographical areas. Researchers used the same methodology as in previous studies in 1990, 1995, 2001 and 2005.

Dutch doctors are also required to report all euthanasia cases on a non-confidential basis to the country's Euthanasia Commission, but that yields numbers that are widely believed to underreport the total number of euthanasia cases in the country.

All cases sent to the Euthanasia Commission are reviewed by a panel of experts, and some cases each year lead to official sanctions for doctors who fail to follow the rules, or even criminal prosecutions in a handful of cases.

According to commission data, there were 3,136 euthanasia cases in 2010, out of 136,000 deaths countrywide recorded by the Central Bureau for Statistics. That suggests a euthanasia rate of about 2.3 percent, less than the 2.8 percent found in the Lancet study. The total Dutch population is around 16.3 million.

"In the Netherlands, the euthanasia law resulted in a relatively transparent practice," wrote the Lancet study's lead author Bregje Onwuteaka-Philipsen. "Although translating these results to other countries is not straightforward, they can inform the debate on legalization of assisted dying in other countries."

One other noteworthy finding of the Lancet study was that the number of cases of "palliative sedation" ? where a person is kept deeply sedated to relieve suffering until he or she dies of natural causes ? has risen since 2005. Such deaths, which are very common in medical settings in countries where euthanasia is not allowed, made up 12.3 percent of Dutch deaths in 2010, compared to 8.2 percent in 2005.

NEW YORK -- Michael Vick's arrival in Philadelphia sparked angry fans with their dogs to camp outside the Eagles' practice facility, holding signs and banners to display their outrage.

He faced a lengthy and rocky road to redemption before he ever threw a pass.

Fast forward three years to Wednesday's scene at a Philadelphia sporting goods store. Happy Eagles fans snaked their way around the sidewalk, lining up more than 2 hours before Vick was set to sign autographs and promote the launch of his sports clothing line called V7. Inside, a smiling Vick was flanked by members of a local Boys and Girls Club, giddy children standing side by side with their hero quarterback. Vick has already agreed to donate part of the proceeds to the Boys and Girls Club of Philadelphia. His autobiography, "Finally Free," will be released later this year.

His NFL comeback was already a smashing success.

He's mostly won over a skeptical public as well.

While there will always be staunch animal lovers who will never forgive Vick's role in running a dogfighting ring, his life off the football field has never been better. He recently married longtime fiancee Kijafa Frink and he played with his daughter at Wednesday's event. He's among the highest-paid players in the NFL, is back pitching products, and he continues filming public service announcements to warn of the dangers of animal cruelty.

"It's all about proving to the kids, it's not how you start, it's how you finish," Vick said. "It's still not over. I've still got to walk the straight line each and every day. I'm trying to do things that's going to be appealing, and make sense, and allow kids to dreams and have ambition. To have goals. That's what it's all about."

The line mixes football and fashion and is the latest image-restoration move for Vick, who spent 18 months in federal prison after being convicted of bankrolling a dogfighting ring and was released in 2009. The line includes technical athletic clothing such as T-shirts, shorts and tank tops. Prices are $12.99 for children's clothes and $19.99 for adult clothes.

The line will be sold exclusively at East Coast sporting goods chain Modell's and was developed in a licensing partnership with celebrity clothing-line mogul Ruby Azrak and former ICM talent agent Brian Sher.

"Everyone deserves a second chance in life," Modell's CEO Mitchell Modell said.

Two shirts were emblazoned with Vick's mottos: "Mental Toughness," and "It's Not How You Start. It's How You Finish."

Vick said developing a clothing line has not interfered with his preparation for his fourth season with the Eagles. Philadelphia opens training camp July 22 -- the same date Vick will launch the fall line of his products.

"I never thought I would be a fashion designer," a laughing Vick said. "But it's not about me. It's about making an impact with the community."

Vick said he's now about associating with a "smart group of people," and has long ago dissociated himself with the type of crowd that helped land him in prison. Vick said he grew tired of fans asking when a new shoe was coming out, so he teamed with a younger cousin to develop the clothing line.

Vick led the Philadelphia Eagles to a 10-6 record and an NFC East title in 2010, and was named NFL Comeback Player of the Year. He faced injuries and inconsistent performances in the 2011 season. This season begins Sept. 5.

"Usually, I don't want to go to camp," Vick said. "But this year, I feel like, we're going to have fun with it. We're really going to enjoy it, make the most out of it, and I look forward to a big year."

When Vick signed with the Eagles before the 2009 season, it seemed like nothing more than a brief stop before he moved on elsewhere to a starting job. But Donovan McNabb, and then Kevin Kolb, were traded, and Vick flourished to again become one of the elite QBs in the NFL -- when healthy. He revived his career, rehabbed his image, and has no doubt Philadelphia was the town he needed to be in all along.

"I don't think I could have landed in a better city," he said. "It's one of those situations where you ask God, `Why?' in the beginning ... but you see everything come around full circle three or four years later. You can't see it right then and there.

"But I see it now."

After 18 months of controversy, the official verdict is in: an arsenic-tolerant bacterium found in California?s Mono Lake cannot live without phosphorus.

In 2010, a group led by Felisa Wolfe-Simon, a microbiologist now at the Lawrence Berkeley National Laboratory in Berkeley, California, reported online in Science1 that the Halomonadaceae bacterium GFAJ-1 could include atoms of arsenic instead of phosphorus in crucial biochemicals such as DNA.

The bacteria were discovered thriving in the arsenic-rich sediment of the shallow saline Mono Lake, famed for its appearance on a picture-postcard insert to Pink Floyd?s 1975 album Wish You Were Here.

All known forms of life depend on at least six elements: hydrogen, carbon, nitrogen, oxygen, phosphorus and sulphur. Arsenic has some chemical similarities with phosphorus, but is usually toxic to life, so the suggestion that it could sustain life triggered a storm of questions, as well as criticism about how the find was revealed at an enthusiastic NASA press conference (see ?Microbe gets toxic response?).

As a result of the controversy, when Wolfe-Simon's paper appeared in print in Science last June, it was accompanied by eight technical comments2?9 from scientists responding to it.

Rosie Redfield, a microbiologist at the University of British Columbia in Vancouver, Canada, set about testing the finding. Earlier this year, she said that she could not reproduce Wolfe-Simon?s results in laboratory experiments (see ?Study challenges existence of arsenic-based life?).

Redfield is now a co-author of one of two papers that confirm that, although the bacteria can tolerate arsenic, they do depend on phosphorus. The papers were published10, 11 by Science on 8 July.

Toxicity tolerance
Redfield and her colleagues report10 that when GFAJ-1 bacteria were grown in a medium containing arsenic and a very small amount of phosphorus, their DNA contained no detectable arsenic compounds, such as arsenate (the arsenic analogue of phosphate). In the second paper, Julia Vorholt, a microbiologist at the Federal Institute of Technology in Zurich, Switzerland, and her colleagues report11 that the bacterium cannot grow in a phosphorus-free medium in the presence of arsenate. It can, however, grow in low-phosphate conditions in the presence of arsenate. GFAJ-1 ?is an arsenate-resistant, but still a phosphate-dependent bacterium?, the team writes.

Greater diet-induced obesity in rats consuming sugar solution during the inactive period

ScienceDaily (July 10, 2012) ? New research presented at the Annual Meeting of the Society for the Study of Ingestive Behavior (SSIB) suggests that, not only the amount and type of food eaten but the time of day it is eaten is important in contributing to obesity.

Previous studies have shown that when mice consumed all of their calories during their inactive period they gained more weight than when they consumed the same amount of calories during their active period. A team led by Drs. Susanne la Fleur and Andries Kalsbeek at the Academic Medical Center of the University of Amsterdam wished to investigate how certain components of the diet, such as sugar or fat, contributed to differences in weight gain during different times of the day.

To address this question Dr. Joelle Oosterman gave rats either rodent chow or chow plus either saturated fat or a sugar solution. One group was allowed to consume the diets freely whereas the other groups were only allowed to eat either the fat or sugar during their inactive period. They found that rats consuming all of their sugar solution in the inactive period gained more weight than rats consuming all their sugar solution during the active period, even though their total caloric intake was the same. They also gained more weight than rats consuming the saturated fat solely during the inactive period. The greater body weight gain in rats consuming sugar in the inactive period was associated with less heat production.

This research suggests that there are differences in the impact sugar drinking can have on body weight gain, depending on when in the day it is consumed. Dr. Oosterman commented, "In today's society where snacks containing saturated fat and beverages containing lots of sugar are readily available to people, it is important to understand the impact these food components have on energy balance. Although there is a lot of attention for the content of the food people consume, little attention is been given to the best or worst timing for certain foods to be consumed."

Susan Bernstein: Declare Your Independence Where It Matters: At Work

Wednesday will be Independence Day in the United States


Regardless of where you are in the world. I want to help you gain independence for something that truly matters: Your career.


I know how awful it can be to feel stuck in work that drives you crazy. It's no fun to wake up in the morning dreading to go into your office. It's gut wrenching to pour out your precious life energy doing activities that tap you out.


When you're upset, it's easy to point the finger at your nasty boss. Or curse your horrendous commute. Or rail against the Byzantine bureaucracy in your company. But please, don't be a victim of your circumstances.


It's time for you to declare your independence. To stand up for yourself. To take responsibility for creating what you really want from work.


You simply can't enjoy independence in your work while being complacent. If you're saying to yourself, "I'm lucky to just have a job. My employer tells me what to do, and I like it that way." Sorry, but that's a recipe for being passive and ultimately getting stuck. Because the economy has been shifting for at least the last 20 years from offering long-term jobs -- and is now dishing up more short-term gigs. To land gigs that fit you, you need to know what you want and be able to speak up for it. It's like being an entrepreneur: You see problems and act on them as opportunities.


You don't necessarily need to become an entrepreneur. But to gain independence in your work, you absolutely need to think like one. This means that you need to be the authority about why you're valuable, rather than leaving that responsibility to your employer.


If you want to have greater independence in your work, make it your job to translate your skills, talents and abilities so that you become crystal clear about the problems that you solve. People and organizations will always have problems -- such as needing an iPhone app for their new business, managing financial accounts that feel overwhelmingly complex, or struggling to lose weight. These are three out of billions of problems.


What problems can you solve?


Go out and solve problems in a way that boosts your ROLE, your Return On Life Energy. Choose projects that give you back even more energy than you put in -- not just financially, but in terms of your happiness. Seek out the activities, projects and people that thrill you and fill you. And move away from those activities, projects and people that sap you and zap you. Move in the direction of the kinds or projects, people and places you truly desire, not what you dread or merely tolerate.


At this point, you may want to shout at me, "Susan, give me a break. Boosting my ROLE is a nice idea. But I can't shift my ROLE all at once."


And I'm not expecting that. Hold your horses. Let's look at how you can gain more independence in your work, right now.

You maximize your ROLE by increasing your energy gains and decreasing your energy drains. So let's start with looking at your energy gains. Make a list of everything you do that gives you positive energy. Your skills, talents and abilities from all aspects of life, work and personal. My list includes dancing, even though I am certainly not a professional dancer. It's just that dancing makes me feel good.


Look over your list of energy gains and ask yourself a few questions: How could I get more of any of these in my life, right now? Could I do one of them for 30 minutes or less, a few times a week, so I just feel happier? With the professional gains, how can you do more of those things? When will you schedule a time to talk to your manager or your co-workers about adding more gains to your working day?


Also, make a list of energy drains, the things that sap and zap your energy. Your energy drains are signals. They tell you, "Drop it or stop it or at least decrease it." So look over your list of drains. What's the first thing you can you delegate? What drains can you drop most easily? Which drains can you do in a new, more efficient way? What conversations do you need to have to negotiate or brainstorm ways to decrease your drains?

One of my clients, who I'll call Felicia, is a web designer. Part of her job used to be updating minor corrections on web pages. Those nit-picky details drove her crazy. She's a big picture person. So instead of just "tolerating it," she declared her independence by saying to her manager, "You know what? This part of my job is draining me. What I really enjoy is writing newsletters. I got to do that last month when a co-worker was on leave. I'd like to do more. How can we make that happen?"


Within two weeks, Felicia no longer had to make the corrections. That task was given to a co-worker who actually liked that level of work, because it allowed her to be kind of meditative. And Felicia is now in charge of a new online newsletter, and she's loving it.


Declaring your independence at work is about realizing that you have more power than you think. Will all managers and companies instantly answer to your demands? Well, if you make them as demands, probably not. But if you make a request, and you describe it in a way that highlights what you'd love to do -- and what you'd be good at, you've got a much better shot. Get creative, and make more than one request. The important point here is to take back your power. You're not a victim. You're a creator. You get to shape your own working experience.

How Stockton went broke: A 15-year spending binge

SAN FRANCISCO (Reuters) - The man in charge of the biggest U.S. city ever to file for bankruptcy is clear about the root of the crisis.

It was a decision that gave firefighters full healthcare in retirement starting on January 1, 1996, said Bob Deis, the city manager of Stockton, California.

At the time, the move seemed cheaper than giving pay raises sought by unions, officials involved in the decision said. When other Stockton employees demanded the same healthcare deal in following years, the city agreed.

Deis, who signed Stockton's bankruptcy filing last Thursday, slammed the decision to provide free healthcare to retirees as a "Ponzi scheme" that eventually left the city with a whopping $417 million liability.

Before the turn of the millennium, things looked very different in California.

The U.S. stock market was booming, bolstering Stockton's pension funds. Real estate values were about to soar, too, bringing a flood of new tax revenue to the once quiet farming town of about 300,000 people - about 85 miles east of San Francisco - in California's Central Valley.

THE TRADE-OFF

To counter demands for wage hikes from city workers in the 1990s, Stockton offered to extend their health insurance in retirement past age 65 - a benefit they embraced and assumed to be rock solid until the insolvent city's officials put it on the chopping block in a bankruptcy plan last week.

"It was a balancing act," said Dwane Milnes, Stockton's city manager at the time. "The unions wanted retiree medical ... We said if you want to continue your medical for current employees and retirees, you'll have to do it through wage containment."

Milnes, who represented Stockton's retirees in recent talks with City Hall, said the strategy was sound at the time.

"We were satisfied that based on a conservative view of the economy and based on the medical inflation rate we were experiencing in the 1990s, the city could adequately fund retiree medical."

Detective Mark McLaughlin said Stockton's labor unions embraced the trade-off, which in the police department's case helped with recruiting and retention.

"It was an easy sell," he said, adding that city workers believed the money they gave up in pay increases would be able to pay for the health benefit.

SPEND, SPEND, SPEND

Other U.S. cities have also experienced boom and bust like Stockton.

But analysts and investors generally see Stockton as an extreme case of fiscal mismanagement over the past two decades.

Daniel Berger, a senior market analyst at Municipal Market Data, a unit of Thomson Reuters, said last week, before the bankruptcy filing, that the municipal bond market had viewed Stockton's fiscal problems as "a slow-moving train wreck." The possible bankruptcy filing, he said at the time, was seen as an "isolated occurrence."

As the 2000s advanced, Stockton continued to spend freely with the support of voters, politicians from both parties, employees and bondholders. Rating agencies were quiet about any risks and only started to downgrade the city's creditworthiness two years ago.

Generous pension deals were offered in the early 2000s.

City officials, looking to transform their sleepy downtown, approved spending on large projects to raise Stockton's profile and turn it into a bedroom community for San Francisco and the Bay Area.

Homebuilding went into overdrive. Home prices skyrocketed to a median of nearly $400,000 in 2006 from a median of $110,000 in 2000.

Stockton's revenues jumped, too. Its general fund, which pays the city's operating costs, swelled to $186.4 million in 2007 from $139.1 million in the 2001 fiscal year.

ROYAL PENSIONS

Like other cities in California, Stockton chose to offer many public safety workers the same benefits as those mandated by a state law for highway patrol officers. The change allowed police officers to retire at 50 with pensions based on 3 percent of final pay for each year in service, up from 2 percent before.

City employees in other unions also received more generous pensions with eligibility to retire at age 55 - with 2 percent of final pay multiplied by the number of years of service.

This is in contrast to the vast majority of private-sector workers who cannot receive Social Security payments before they are at least 62.

By the 2000s, Stockton's full-time employees were also entitled to free healthcare for life.

Still, there seemed little cause for concern.

With huge stock market gains from the 1990s, city officials were confident about meeting pension costs. After all, the Standard & Poor's 500 Index index quadrupled between early January 1990 and late March 2000.

Police and firefighters continued to win further concessions. Generous allowances were offered to police officers to buy their uniforms, bonuses were introduced based on years of service, and retiring officers claimed cash payments for unused vacation days - accumulated over years in some cases.

Warning signs grew that retiree healthcare costs were rising fast. The city miscalculated the rate of inflation for medical costs during the 2000s.

But Stockton's leaders burned through their reserves and began planning new construction projects to make the city more appealing to new residents.

A $47 million bond issue in 2004 was meant to finance construction of a sports and concert arena to revitalize the city's downtown. The arena was built, but it ended up losing money.

A downtown high-rise building was acquired for a new City Hall. A revamp of Stockton's downtown riverfront was financed, along with other projects, by more than $100 million in debt between 2004 and 2006 by the city's redevelopment agency.

Stockton ended up absorbing that debt after California's governor eliminated local redevelopment agencies last year.

It seems unlikely that Stockton will be able to sell those real estate assets at a gain.

"Most of the assets that look nice are under water," said Deis, the city manager.

A $125 million pension obligation bond sold by Stockton in 2007 also backfired. Stockton passed the proceeds to the California Public Employees' Retirement System, or Calpers, to pay down unfunded liabilities at the pension fund. Then the fund suffered steep losses when financial markets plunged in 2008 and early 2009 and left Stockton with a 23 percent loss on its invested proceeds and in debt to investors who bought the bonds.

HOUSING BUST'S TRAIL OF PAIN

The worst damage was done by the housing crash. Median home prices in Stockton slumped to $110,000 in 2009, erasing nearly a decade's gains. General fund revenues in the current fiscal year are projected at $155 million, just above their level in 2001.

The real estate bust made Stockton one of the foreclosure capitals of the United States. Property-tax revenues tumbled. The city began its new fiscal year on July 1 with its 1,420-strong workforce down by a quarter from three years earlier.

Debt service has ballooned to $17.2 million a year from $3 million just six years ago.

Stockton has already defaulted on about $2 million in bond payments since February.

Recriminations about Stockton's budget need to be set aside to avoid the kind of lengthy bankruptcy suffered by Vallejo, another California casualty of the boom-to-bust cycle. It emerged from bankruptcy last year after three years in Chapter 9 that cost it $10 million in legal fees.

Stockton has earmarked $3.5 million for bankruptcy court expenses because it hopes for a quick exit from Chapter 9.

Bondholders, employees and retirees will be hurt in the process. Axing retiree medical benefits is now central to efforts to restructure Stockton's finances, Deis said.

Many retirees are in a state of shock about that.

"I believed the city would honor its commitments," said Geri Ridge, 56.

The former clerk retired last year after 26 years with Stockton's police following a second heart attack.

Ridge lives off a monthly pension of $1,895. She learned on Friday that she now faces a $576 monthly premium for her health coverage - or $1,277 a month if she keeps her daughter on her plan.

She has no idea of how to pay for the coverage, which the city will fully eliminate in a year. And she has harsh words for Deis.

"I want him gone. I'm hoping whoever gets elected into office fires him, bankruptcy or not," Ridge said.
